Informe sobre Extractivismo y Derechos en la Región Andina: Abusos de poder contra defensores y defensoras de los derechos humanos, del territorio y del ambiente

El presente informe analiza el modo en que se producen diferentes tipos de abuso de poder contra personas, colectividades y comunidades defensoras de los derechos humanos, los territorios y el ambiente -DDHTA. A partir de la sistematización y el análisis de cuatro casos emblemáticos, en el contexto de las actividades extractivas en Perú, Colombia, Ecuador y Bolivia, se da cuenta sobre el modo en que se consolidan los proyectos extractivos a través de tres patrones interrelacionados de abuso de poder: 1) el abuso del poder a través del uso de la fuerza física, 2) el abuso del poder a través de las normas e instituciones, y 3) el abuso del poder a través de los discursos.

Utilizamos el término de “abusos de poder”, para dar cuenta que estas acciones y/u omisiones, a menudo violentas, desencadenan vulneraciones de derechos de las y los DDHTA y suelen tener como consecuencia el acallamiento de las voces de denuncia, oposición o formulación de alternativas frente a la implementación de megaproyectos extractivos en la región andina. Además, ello sucede en contextos de enormes asimetrías de poder y recursos entre empresas extractivas, las comunidades y los DDHTA.
